User can't change their own password

After the Admin creates a new user with a generic password. The user is unable to change their password from the user settings under their logon. Is this feature disabled by design?

User can change his own password.

I don't know much about your question. Any errors?

just the message that the password has not been updated.

Does the message show:
You password is not accepted.
Please be noted the password can only be letter and number.

PS.
You can also check the email of user. Use the regular email address.

It will only take series of letters, no numbers are allowed in the password string when a standard users or admin tries to change it. However it will let you set the password to letters or numbers only when an admin adds a new user and they are setting the password for the first time, after that the password can only be changed to a series of letters.
